This issue has been resolved.
What Happened.
Our team discovered degraded performance in Alerts Lists updating in a timely manner. During the the degraded service, lists could be out of date for up to 60 minutes after the expected list update times. This had the chance to impact recurring alerts that had a tight window relying on list update times.
A fix has been applied, bringing the service back to optimal performance.
